Gail T. Cumins
Gail T. Cumins, a graduate of Harvard Law School, and an undergraduate of the University of Michigan and the University of Geneva, Geneva, Switzerland, has, for more than forty years, assisted foreign and domestic manufacturers, exporters, importers, retailers, commission agents and trade associations with global regulatory issues in order to facilitate international product distribution.
Ms. Cumins regularly counsels clients on a wide variety of areas including textiles and apparel, automobiles, steel, consumer electronics, telecommunications, pharmaceuticals, medical equipment, foodstuffs and metals on: classification and appraisement of imported merchandise; origin and admissibility of merchandise; drawback; export licensing and export controls; foreign asset restrictions; warehouse and foreign trade zones; boycott compliance; intellectual property rights; product safety requirements; corporate compliance programs; and compliance audits.
Ms. Cumins has successfully represented foreign manufacturers, exporters and importers in numerous international trade cases involving antidumping and countervailing duty laws, actions under Section 337 and safeguard actions under Sections 201 and 301. She is a frequent litigator before the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit, as well as an active participant in administrative proceedings before the U.S. Department of Commerce, the U.S. International Trade Commission, the Food & Drug Administration, and the Consumer Product Safety Commission.
Ms. Cumins also routinely provides advice to clients on foreign government regulations, transfer pricing, and the structuring of global business operations in Canada, Europe, Asia, Mexico, Australia and Africa.
Ms. Cumins has lectured extensively before the American Association of Exporters and Importers, where she is a Director; the American Management Association; the U.S. Mexican Chamber of Commerce; the Hong Kong Chamber of Commerce; the Practicing Law Institute; and the Georgetown University Law Center on a wide variety of issues relating to Customs and international trade law. She has served as a panelist on NAFTA bi-national panels and participated as a representative in Department of Commerce discussion missions with government representatives of the People's Republic of China.
In addition to the practice of law, Ms. Cumins has been an officer and advisor to the Fashion Accessories Association, the American Association of Exporters and Importers, and a Senior Adjunct Professor of law at Brooklyn Law School where she taught Customs Law and International Trade for many years. She is also the author or co-author of numerous articles appearing in national trade publications and Journals of International Law.
