Kenneth R. Paley, a member of the firm based in the New York office, is a graduate of Brooklyn Law School who obtained his undergraduate degree at the University of North Carolina at Chapel Hill.
Mr. Paley began his career with U.S. Customs Headquarters in Washington, D.C. more than 30 years ago. While at Customs Headquarters, as a senior staff attorney in the Office of Regulations and Rulings, he taught Harmonized Tariff Schedule classification interpretations and principles to U.S. Customs and other federal government officials as well as customs brokers located throughout the United States, and he has lectured on tariff classification for many years at Brooklyn Law School.
Mr. Paley has successfully handled a wide range of customs matters, including issues involving classification, entry, marking, penalties, NAFTA and other Special Trade Programs, drawback, and valuation. He has also advised clients on matters involving antidumping and countervailing duties, compliance, customs audits, C-TPAT, state laws, Canadian laws, and other federal agencies, including the Food and Drug Administration, the Department of Commerce, the U.S. International Trade Commission, the Federal Trade Commission, and the Office of Foreign Assets Control. His representation of clients has involved products of all kinds, from food products, leather, ceramics, toys, footwear, and bedding and other textile products, to consumer electronics, electronic components, furniture, medical equipment, photographic goods, metal products, and clocks and watches.
Mr. Paley is admitted to the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit. He is also a member of Beta Gamma Sigma.
David qualified in February 1993, after obtaining an Honours Degree in Law from Standford University. Since then he has specialised exclusively in family law.
